The Dakar Financing Summit (DFS) for Africa's Infrastructure was held in June 2014 in Dakar, Senegal; and aimed to strengthen public private partnerships to mobilise financial investments and sustain the implementation of the Programme for Infrastructure Development in Africa (PIDA). The Summit was inspired by the overriding priority placed on promoting Domestic Resource Mobilisation (DRM) to finance major regional programmes and projects in Africa, underscoring the synergy required between the public and the private sectors in advancing Africa’s development.

While PIDA provides the strategic framework for priority projects to transform Africa to progress an interconnected and integrated continent that is competitive domestically and in the global economy, the DFS seeks to mobilise key stakeholders around NEPAD's ongoing efforts to accelerate PIDA implementation. The DFS selected 16 regionally balanced projects from the PIDA priority action plan (PAP) given their strategic, political and economic importance as flagship regional projects which are at varying stages of the project development cycle. The flagship projects also include all three projects under the NEPAD Presidential Infrastructure Champions Initiative (PICI) -- the Nigeria-Algeria Gas Pipeline, the Dakar-Bamako Rail Modernisation and the Brazzaville-Kinshasa Road-Rail.

This brochure presents the overall and individual project briefs and highlights the most pressing bottlenecks facing each project, enabling the NEPAD Agency and African Union Commission (AUC), together with the African Development Bank (AfDB), National and Regional Lead Agencies to work with key strategic partners and investors in finding ways to manage complex project risks and facilitate suitable financing packages for PIDA projects in the coming years.
