Brief of AUDA-NEPAD-ILO-SVAI Concept Note for Co-Impact Systems Change Grant

Initiative Name – Women-led Economic Systems Change: Leveraging Infrastructure and Enterprise Development in High-value sectors in Africa

Partners: International Labour Organisation (ILO) and Shared Value Africa Initiative (SVAI)

Overview
SMEs can drive African-led economic transformation and benefit millions of female entrepreneurs locked into low-productive and indecent jobs. The project will apply market systems development (MSD) to address underlying constraints inhibiting SME’s potential for systemic change by combining infrastructure and enterprise development in agricultural and energy sectors.
African countries need more than just industrial growth. Millions of small-scale entrepreneurs make a living in the informal rural economy with little or no access to modern smart agriculture implements, no access to finance and to affordable and sustainable energy for productive activities. A systems change is needed with a re-allocation of resources from low-productivity activities to high productivity activities that can lead to more and better jobs in the rural; economy while also addressing climate change through access to affordable and cleaner energy for millions of Africans that are off the electric grid.
The project will conduct Market Systems Analyses (MSAs) – building on the ILO’s vast experience in this area – in the energy and agriculture sectors in each of the target countries, focusing on unpacking the root causes, key constraints and market bottlenecks that hinder women led enterprises’ abilities to grow and create economic, environmental and social value. The MSAs will inform the development of high potential interventions models to address both demand and supply constraints in the two sectors and will combine investments in enterprise productive assets – e.g. small value addition processing plants of horticultural produce – with infrastructure development to ensure that women entrepreneurs with stronger management capabilities and higher productivity (supply side) is combined with direct access to markets (demand side). This “corridor” approach – building on AUDA-NEPAD, SVAI and ILO combined experiences – focusses on developing local value chains and related up-stream sub-sectors with growth potential and links to national markets.

Systems change
The project seeks to “shift the development discourse” by conducting MSAs in both the energy and agriculture sectors in each country, focusing on unpacking the constraints and root causes to identify the women-led economic systems change that can be realized by leveraging infrastructure and enterprise development together. The MSAs will be conducted through a gender lens – putting women led enterprises at the forefront of the analysis framework and will examine the nexus between infrastructure investments and enterprise development. The result will be an action plan of high potential interventions which can address the root causes to key system constraints.

The project will induce systems change through existing market system actors such as renewable energy firms and investors, agriculture input suppliers and aggregators, SMEs in both value chains, and existing government infrastructure and enterprise development programmes. Working through existing market actors enhances ownership of initiatives, ensure they are designed in a way that market actors have their “skin in the game” and have commercial incentives to sustain the system change. Market systems development initiatives don’t success in any other way. At the same time, these interventions will be supported by innovative public investments in infrastructure development, based on inclusive and eco-friendly criteria. The operational framework is offered by the AUDA-NEPAD Programme for Infrastructure Development; a continent-wide infrastructure program for the development of priority infrastructure as well as the “100,000 SMEs for 1 million jobs” initiative, locating both as essential elements of the AUDA-NEPAD Integrated Corridor Approach. We are confident that shifting the conversation towards the nexus of inclusive infrastructure, enterprise and market development projects that are gender-sensitive and maximize economic transformation for women is what Africa needs.

The results will be centered around economic opportunities but will also have spill-over outcomes into education and health sectors. All key performance indicators will be developed following the MSAs and disaggregated by age/sex.
Results Chain: Impact on SME level (viability, skills, growth & development) => market access + job growth => improved household incomes => improved local rural/peri-urban economy

US$50 million/5 years, US$10 million/ year, US$2 million per country/year.
Key cost drivers:

1) Operation of the programme implementation unit:
i. 3 professionals/technical staff, 2 admin/finance staff based at AUDA-NEPAD South Africa
ii. 2 experts (enterprise and engineering), 1 admin/finance staff in each country’s national implementing entity for systems change sustainability
2) Project Activities:
i. Infrastructure development support, including contracting/procurement from SMEs
ii. Incubation and business start-up
iii. Capacity development of SMEs, rural women owned SMEs, including in climate-smart agriculture, agro-processing, etc
iv. Private sector partnership building and capacity development of BDS providers
v. M&E, impact assessment, learning and knowledge sharing

Conclusion
The coronavirus pandemic will have unprecedented effects on the labour markets in Africa, especially for women and SMEs, which will be the first to suffer from the devastating consequences of the economic downturn. This global crisis confronts us with new challenges, but it also give us the opportunity to systemically address the structural underlying reasons why problems such as market systems underperformance for women exist in the first place ─instead of just treating new symptoms as they emerge. In contributing to building back better and more resilient market systems, we will spend the necessary time investigating the ‘why’ before rushing in with a ‘solution’, such that our interventions will be better positioned to initiate catalytic changes among local actors to bring about widespread and long-lasting decent work outcomes for women, men and SMEs. In facilitating pivotal infrastructure and enterprise development, we seek to mainstream a shift towards inclusive but also sustainable business models embedding green solutions as part of their core operations and behaviours.

Broad idea is a proposal focusing on the transformative impact of infrastructure development for provision of economic opportunities and access to basic services (education, health, sanitation, etc).

Co-Impact provides grants ranging from US $10-25 million over 5 years, with a requirement for co-funding: they would fund up to a maximum of 50% of the program cost.
The guidelines for the proposals are that it should:

• Focus on improving the lives of one million people or more;
• Have a clearly articulated approach to changing systems at scale;
• Be led by and deeply rooted in the global South/countries in which they seek to make a difference; address gender equity and inclusion, and be substantively led by women;
• Have a strong track record of results; and
• Use evidence-informed pathways to achieve specific outcomes in health, education, and/or economic opportunity.

The timeline for the process is as follows:

Although progress is being made with regards to sounding prospective private/public investment in the selected projects, significant work still needs to be done, given the current respond rate of 16 respondents out of total of 55 sampled.
Notwitstanding, we plan to meet virtually with other potentail investors this week and next week hopefully.

Worked through CBN’s draft logo’s sent by GIZ comms expert and provided inputs.

Focused on adding features for the PIDA PAP 2 Website. The following features have so far been implemented. Project submission workflow; adding, editing and validating project submissions. Access control with four levels of access; Sectoral Focal Point & PRC (View projects), National Focal Point (Add project and edit own project, REC Focal Point (Edit all projects in the assigned REC), AUC Administrator (Edit all projects and Manage Registered Users). ‘Frequently Asked Questions’ section have been added and populated. Documents download section added and populated.

Attended several one to one and group meetings with EI/GIZ teams as well as with colleagues at AUC/GIZ and consultant (CPCS) on PIDA PAP 2 Process website progress. The bilateral meetings included taking people through VPIC, AID and Job Creation Toolkit.

Reviewed the ToR for enhancement of the Job Creation Toolkit

Adding a webinar section in the PIDA PAP 2 website for use by National PIDA Focal Points and Task Force members.

Start working on the Job Creation Toolkit code with the objective of integrating the benchmark studies (industry ratios) currently underway. The Job Creation Toolkit needs to be integrated with the new industry ratios to allow job estimates be performed for more infrastructure sub-sectors types than the current 9 sub-sectors. This work must be completed by Jun 2020 ready for screening and selection of PIDA PAP 2 pipeline of projects.

-Documentation review on the working paper 2 in the market and demand analysis of the infrastructure in Africa;

Drafted the concept note on the impact of mitigation measures of COVID19 on SME’s and the economy. Engaged in a weekly call with GIZ and Letsema on CBN to discuss progress on the stakeholder engagements. All stakeholders have been contacted with some responses and interviews set up. AUDA-NEPAD will draft follow up emails on the no responses. AUDA, GIZ and Letsema also agreed to hold bi-weekly meetings to update on the consultancy.

To send out follow up emails to the ‘no response’ list. Continue engagement with GIZ on the CBN comms and corporate branding.

12 stakeholders from the proposed list have not responded to the letters and communication from Letsema.

Held a meeting with CBN interim Chairperson, Mr. Hubert Danso, and he gave his inputs and comments on the ongoing CBN assignment and reports. He suggested the assignment to also focus on the sustainable funding strategy for the CBN. AUDA-NEPAD agreed to sent through some documentation for Mr. Danso’s review and inputs and will facilitate a meeting between the consultants and Hubert next week.
